Transneft Siberia has received the positive conclusion from the Khanty-Mansiysk branch of the Federal Autonomous Establishment General State Authority for Appraisal of Russia for design documentation for an automated oil blending station construction at the Yuzhny Balyk line operation dispatcher station (LODS) of the Nefteyugansk Oil Trunk Pipeline Directorate (OTPD).
The oil blending station construction project is being implemented in order to ensure uniform boosting of sweet and sour crude from the Yuzhny Balyk LODS tank farm for further transportation through the oil trunk pipeline system in western and eastern directions. The station will provide the process of automated controlled oil blending and a uniform flow in terms of sulfur content during the main freight flows formation.
The oil blending station construction provides for mounting of a combined blending/boosting pump house in an open area with 4 pump units, each of which is capable to pump 30 thousand m3 of oil per day. Ultrasonic flowmeters will be mounted on pumps pressure manifolds for operative flow control. Additionally, the existing oil and petroleum products’ lease automatic custody transfer units (LACTs) of the Yuzhny Balyk LODS will be equipped with flow sulfur-measurement units.
When designing the oil blending station, the requirements of current regulatory documents and regulations of Transneft were taken into account, including in the field of automation and fire and industrial safety.
The construction is planned in accordance with the Company’s development programme. The construction and installation work at Yuzhny Balyk LODS will begin in September 2020. The facility will be commissioned in autumn 2021.
